Hoax or not I actually did the same thing when somebody threw a cigarette package out of their car window onto the sidewalk in front of me in Vancouver. I picked up the package walked up to the car and said, “excuse me but I think you dropped this”, and tossed it in a window on his lap. It is one the curious things about smokers that they assume that their carcinogenic and slobber-encrusted cigarette butts are not litter. and they should be free to toss them wherever they like and flick them of moving vehicles. I know. I used to be one and that’s how I thought.
